Which versions can be downgraded to 2021
Any project newer than 2021 can come down to it. A project older than 2021 does not need downgrading — 2021 can already open it.

What changes after downgrading to 2021
Anything 2021 cannot read is cleared out, which is what lets it open the project at all. That is the nature of downgrading, not a conversion error. Sequences, layers, effects and expressions are kept wherever possible.

Can I downgrade a project from the newest Premiere to 2021?
Yes. As long as the target is older than the source, it works. 2021 is one of 14 target versions available here.
What gets lost when downgrading to 2021?
Features introduced after 2021 will not survive, and anything it cannot read is removed so the project opens. How much is lost depends on how heavily your project uses newer features.
The result will not open — how do I check?
Confirm the Premiere you have installed is at least version 15.0 (see Help → About Premiere Pro). If the number is lower, the target you picked is still too new.
