What changes after downgrading to 2019
Anything 2019 cannot read is cleared out, which is what lets it open the project at all. That is the nature of downgrading, not a conversion error. Sequences, layers, effects and expressions are kept wherever possible.

Can I downgrade a project from the newest Premiere to 2019?
Yes. As long as the target is older than the source, it works. 2019 is one of 14 target versions available here.
What gets lost when downgrading to 2019?
Features introduced after 2019 will not survive, and anything it cannot read is removed so the project opens. How much is lost depends on how heavily your project uses newer features.
The result will not open — how do I check?
Confirm the Premiere you have installed is at least version 13.0 (see Help → About Premiere Pro). If the number is lower, the target you picked is still too new.
